Fixes issue #46: Utopia-php had a total of 6 repositories that needed to address three problems

  1. Installing laravel pint,
  2. Add commands to run the formatting and linting,
  3. Add GitHub automation for future pull requests to be checked with linter.
    This pull request aims to fix all three of these issues inside the platform repository
