Busts the path cache if any of the following occurs: * global excludes changes * formatter added / removed * formatter command changes, including checking the modtime and size of the executable it points to * formatter includes/excludes changes * formatter priority changes Change detection is based on a sha256 hash of the above, which is stored in the db and compared before formatting.
