Add option: noSync, to run repo init without sync option to intialize only manifests repo

Added an option , to provide the ability to use the plugin the same way as when running in cmd line without the sync option.
in some cases we need at work (cannot specify company), to use repo init to initialize manifests repo without syncing from manifest file.

• Make sure you are opening from a topic/feature/bugfix branch (right side) and not your main branch!
• Ensure that the pull request title represents the desired changelog entry
• Please describe what you did
• Link to relevant issues in GitHub or Jira
• Link to relevant pull requests, esp. upstream and downstream changes
• Ensure you have provided tests - that demonstrates feature works or fixes the issue
