This PR integrates the EMPE DID method (did:empe) into Universal Resolver. The driver resolves identifiers issued on the EMPE identity system via the standard /1.0/identifiers/{did} endpoint. It adds the ^(did:empe:.+)$ mapping, a sample test identifier, and hooks the service into the default compose.

Example request: GET /1.0/identifiers/did:empe:testnet:006308981b61932c5eaae1c39ace8ee3892f4a1f

I tried to test the driver but we have an issue in our CI/CD pipeline with passing down environment variables.
My plan is to fix that at some point next week and then will look at your driver again.

We currently have issues with the infrastructure as described here #508

Once they are resolved, I will come back to this PR.

I just wanted to kindly ask if there has been any progress on the infrastructure issues you mentioned. Do you perhaps already have an idea of when they might be resolved, so I can plan accordingly on my side?

The infrastructure issues are resolved but there were some issues with env variables that I could solve with this PR #513

That's why I close this without merging.
