Make provision for C_COLLATION_OID and POSIX_COLLATION_OID which are also built-in types.

Some testing is required to ring-fence the feature's capability. I need guidance on the repercussions related to this. |
PARAM_EXEC can mostly be executed without fail. Allow these kinds of parameters. This allows subqueries for instance to be used as array filters
