As of 1.13.0, dnspython now uses a single source for Python 2 and Python 3.
This means dnspython is now universal and thus dnspython3 is no longer
needed.

Due to the above, bump minimum version requirement to 1.13.

Thanks for the help!

I'll have to hold off merging this until rthalley/dnspython#167 is published and I can confirm that dnspython is stable.

Note to self: The conflict-resolved branch is located at issue/325-dnspython.
