hmmm, making it a code action would cause it to show up for every single comment since the toggle can be used either way. would also mean it's constantly scanning to find pattern matches and therefore is adding some overhead to just using VSCode. It would probably require a good amount of refactoring from my side as well. I'll have to think about and look into this.
