Hiding tools in popover and ability to click without page reload

Hello, I'm trying to do the following in a custom toolbar override:

I want to have a tooltip/popover with the different hand tools (as currently I have 3 on the screen and want to reduce them as they aren't usually used for my use case).

While this works, there are 2 main issues:

1. When you click on the actual hand tool, the page refreshes
2. There is no way to know what the current tool selection is. This prevents me from showing the correct icon in the toolbar and prevents me from providing accessibility text to the user for screen readers.

Anyone have any idea how I can accomplish this?
