Change ir_iban rule name back to ir_sheba

I would like to gather community feedback about potentially renaming the ir_iban validation rule (and its corresponding class IranianIban) back to ir_sheba (and class IranianBankSheba) in the next major version.

Current vs Proposed Names

Current:

• Rule: ir_iban
• Class: IranianIban

Proposed:

• Rule: ir_sheba
• Class: IranianBankSheba
