Create and maintain a list of rules being / to be implemented #197

Right now there doesn't seem to be a complete list of rules we want to implement. While not a problem per se (members of the team have an idea of what's important next), such a list could facilitate outside contributions from people who don't necessarily know the big picture, but nonetheless have the knowledge to write a single rule.

Let's discuss what would be a good place and format that maximized contributor experience.

Right now, there are a few places that document the intended tickets well, e.g. this one. The downside of this approach is that you need to dig into the right meta-ticket and find the place listing the rules. This might be too much of an ask for outside contributors.

A solution should have the following properties:

  • low maintenance overhead
  • easy to list all rules (but nothing else)
  • easy to find from the frontpage of the GitHub repository
  • easy to update and shuffle around

This may be as easy as tickets + labels + a list/board with the right filters applied.
