floating potion does not work for ImageRun inside header.

I am trying to create a header with image. The default inline image inside a paragraph in header works just fine. But I want to position the image for better alignment. Tried floating offset with all relative set to PAGE and Margins. But the image always comes on top-left corner when floating is set.
