Download relevant files when downloading notebooks

The 'Download' button on rendered notebook pages downloads the _.ipynb_ file, but not data or other files needed to run the notebook. Users have encountered issues with this (e.g. #487).

We should update this so all relevant files are downloaded with the notebook.
