Turning on Module_IOTransformDCMTK triggers a compile time error in ITKIODCMTK. We don’t even get to issue 2872.

CMAKE_CXX_STANDARD isn’t the only thing that does not propagate properly. PNG, ZLIB, and TIFF specifications here don’t get picked up here due to missing DCMTK_USE_FIND_PACKAGE.

Affects main, v5.4.4, and probably multiple others.

Windows 11, CMake 4.1.1.

IOTransformDCMTK CI demonstrates the problem here, as part of PR 15.

Debugging the error locally, makes me believe that __cplusplus evaluates to 199711L. I don't know how this happens.
