Add BNCS client

Intended to be as simple as BN#. Create an instance, pass in some config values, and await full_login() (or manually run the connection using more specific functions).

Includes many config options and places to override nearly every part of the connection. Requires BNLS (for now). Includes legit handling of UDP.
